University of Hong Kong Admission Guide 2027: How to Apply, Fees, Scholarships and Visa for International Students

By PHL EDU WITH AI · Facts checked October 2026 · About 12 minutes to read

University of Hong Kong admission is open to students from every country, but the process, deadlines and fee rules are different from the UK, US or Australia. This University of Hong Kong Admission Guide 2027 walks you through the non-local route step by step: entry standards, English tests, the November first-round deadline, fees and a realistic budget, scholarships, student visa timing and life after graduation. Every date and figure was checked against HKU and Hong Kong government sources in October 2026. For ranking and a quick overview first, see our HKU profile page.

Why Do International Students Choose HKU?

HKU is Hong Kong’s oldest university, founded in 1911, with its main campus on Pokfulam Road on Hong Kong Island. It is ranked 11th in the QS World University Rankings 2027 and is the highest-ranked university in Hong Kong. Teaching is in English, which makes it easier for international applicants than most universities in Asia.

The student body is genuinely international. HKU says its students come from 97 countries and regions and that over 55% are non-local, and the university reported more than 42,000 students in 2024–25, split between about 19,000 undergraduates and 23,000 postgraduates. If you are comparing Asian options, read our guides to NUS, NTU and Tsinghua as well.

What Is the HKU Acceptance Rate?

HKU does not publish one overall acceptance rate for non-local applicants. Competition depends heavily on the programme: medicine, law, business and some engineering programmes attract far more strong applicants than others. HKU is also clear that meeting the minimum requirements does not guarantee an offer. Use the published admissions standards for your own qualification and programme, and treat any single percentage from a website or agent as an unverified guess.

HKU Entry Requirements for International Students

International and overseas applicants use HKU’s International/Non-JUPAS Admissions Scheme. In practice, three things are assessed together:

  • University-wide standard for your qualification. HKU publishes an “expected lower boundary” for qualifications such as A-levels, IB and other national or international certificates. You enter your predicted or actual results into the online system.
  • Programme-specific subjects. Engineering and science courses expect relevant subjects such as mathematics or physics, and other programmes list their own requirements.
  • Extra evidence where required. Some programmes ask for an interview, a portfolio or additional tests, and the faculty tells you if this applies.

One unusual rule: HKU states that applicants who turn 25 on or before 1 September of the admission year are deemed to have met its entrance requirements. Meeting the minimum, however, is still not a guarantee of admission, and each application is reviewed on its own merits.

HKU English Language Requirements

The English requirement depends on your programme and qualification, so read the exact line on your programme page. A few rules apply widely. Several HKU postgraduate pages state that only TOEFL or IELTS results from the two years before your application date are considered, so do not rely on an old certificate. Programmes also differ in the score they ask for: one Faculty of Education page, for example, lists an overall IELTS band of 6 with no sub-score below 5.5, while other programmes set higher levels. If your earlier degree was not taught in English, plan to take a test early.

How to Apply to HKU

Undergraduate. Apply online and directly to HKU through the international qualifications page. The application fee is HK$780 for the 2027 intake and is non-refundable. You enter your results, upload documents and pay the fee. Applications for 2027 entry opened on 23 September 2026.

Taught postgraduate. Each programme sets its own dates, and applications for 2027–28 typically open around October. One HKU master’s programme, for example, lists a main round closing on 1 December 2026 and a clearing round on 30 April 2027, with the same HK$780 fee and results normally by July. Check your own programme.

Do not use an agent for admission. HKU has publicly warned that no intermediary is authorised to admit students and that there is no “internal recommendation” route. You can apply directly for free. Prepare scans with our PDF Toolkit and polish your statements with the AI Language Studio.

HKU Tuition Fees for International Students and Your Real Budget

HKU’s General Information guide lists 2026–27 annual fees of HK$224,000 for non-local students in non-STEM programmes and HK$249,000 for STEM programmes, compared with HK$47,000 for local students. HKU says fees for students admitted in 2027–28 are set separately, so use 2026–27 as a planning base and confirm the 2027–28 figure in the 2027 General Information guide.

HKU’s own cost-of-living page adds: residential halls and colleges HK$17,290 to HK$37,940 a year, off-campus housing HK$30,000 to HK$50,000, and living expenses up to HK$50,000. Here is a first-year plan using those figures (our simple sum, not an official quote):

Tuition, non-local 2026–27224,000249,000

Living expenses (up to)50,00050,000
Estimated total291,290 to 311,940316,290 to 336,940

The Hong Kong dollar is pegged to the US dollar at roughly 7.8, so this is about US$37,000 to US$43,000 a year before flights, insurance and visa costs. Most undergraduate degrees run four years, while medicine and dentistry run longer, so multiply carefully. You also pay a deposit when accepting an offer, and the amount is stated in your offer letter.

HKU Scholarships for International Students

  • Entrance scholarships: every applicant is considered automatically, and no separate application is needed. Awards are based on academic merit with non-academic achievements, and the top awards can reach a full tuition waiver plus an accommodation scholarship and a living allowance.
  • Faculty of Engineering Global Scholarship: a one-off award of up to half of tuition for outstanding non-local students, with preference for candidates from under-represented regions. No separate application is needed.
  • Scholarships after enrolment: HKU awards hundreds of merit-based scholarships that you can apply for once you start, listed on the HKU scholarships site. In 2024/25 it supported over 5,400 undergraduates with more than HK$223 million in awards.
  • External funding: check your own government and foundation awards, and compare options in our fully funded scholarships for 2027 guide.

Scholarships are competitive and never guaranteed, so build a budget that works without them.

HKU Accommodation and Cost of Living

HKU has 17 residential halls and colleges, plus non-hall housing in three residential areas near the campus. Hall places are limited, so apply for housing as soon as you are admitted. Postgraduate pages state plainly that admission does not guarantee accommodation, so make definite arrangements before you arrive. The university’s Centre of Development and Resources for Students (CEDARS) advises non-local students on housing, banking and visas. Hong Kong rents are high, which is why the off-campus range above is often similar to or higher than a hall place.

Hong Kong Student Visa for HKU

Non-local students need a student visa or entry permit issued by the Hong Kong Immigration Department. HKU runs a dedicated student visa information site, and for admitted students the Admissions Office normally acts as the local sponsor. Processing can take eight to ten weeks from a complete set of documents, so start the moment you accept the offer. You may be asked to show that you can support yourself financially. Your visa status also decides your fee: holders of a student visa, a dependent visa issued after age 18, or an IANG visa are classed as non-local.

What HKU Is Known For

HKU is a comprehensive university, with faculties in architecture, arts, business, dentistry, education, engineering, law, medicine, science and social sciences. In the 2026 Times Higher Education subject rankings, HKU ranked first in Hong Kong for nine of the eleven subjects listed, and Education Studies placed 7th worldwide. HKU also reports 53 Clarivate highly cited researchers, the highest number in Hong Kong. The Li Ka Shing Faculty of Medicine, the law faculty and HKU Business School are the best-known draws for international applicants. Remember that rankings differ by organisation, so compare programmes, not only the university number.

Careers and Staying in Hong Kong After Graduation

Hong Kong is a major finance, trade, law and logistics hub with strong links to mainland China. Under the Immigration Arrangements for Non-local Graduates (IANG), graduates of full-time, locally accredited programmes who apply within six months of the date on their graduation certificate can normally be granted 24 months’ stay without a job offer. Later applicants need a job offer. The government also runs other talent admission schemes, including the Top Talent Pass Scheme for graduates of eligible universities. Rules change, and no job or visa outcome is guaranteed.

Mistakes That Cost Applicants

  • Missing the 25 November first-round date and relying on later rolling places.
  • Paying an agent for “guaranteed” admission that HKU says does not exist.
  • Budgeting 2026–27 fees only, then discovering the 2027–28 figure is higher.
  • Booking an English test late, or using a result older than two years.
  • Starting the visa late after an offer, when processing takes eight to ten weeks.
  • Ignoring Hong Kong housing costs when comparing with other cities.
